The fragment appears to speak to the holding of a show in or around Bloemfontein at a date still to be decided ('fixed') by an Executive Committee, with some further mention of a 'guarantee' coming up for discussion. It goes on to mention some sort of agreement being discussed or reached, alluding to the responsibility/responsibilities of certain (now indiscernible ) actors, and ending with a general vote of thanks (likely for involvement or contributions made 'in past years').
